A friend of mine is a recent immigrant from china and he has some funds in his chinese bank account. But now he has opened a local bank account in Maryland. He uses the visa debit card of his chinese bank here and it surprisingly works even though the currency in his chinese bank is not US dollars. He wants to know if there is any way to transfer his chinese bank account funds to his Maryland bank?

I hear the Switzerland has a good banking system and a stable economy, however, are there any other countries that are good places to open an offshore accounts.
