What you are dealing with is PayPal trying to make sure that you are who you say you are.......Its for your protection as well as the general public that might come into contact with your email account.. If you cant pass a verification process with PayPal... you probably dont have a valid bank account... or are ineligible...due to illegal immigration status.. or ChexSystems problems... Any bank account can do online banking…

I have used my bank's online billpay to send money to my credit union account. I just set up my credit union as a payee and referenced my account number. Went thru in two days, no problem.
